We have strong, open and transparent partnerships with all relevant stakeholders for the benefit of the community.



Our partners are identified in our Partnership Approach’ document which was developed during 2015 and approved by our Board. It defines:

  • Partnerships,
  • Collaboration and
  • Networking.

We have gathered the opinions on the effectiveness of our joint work from a range of partners, collaborators and networkers.*

Overall, the majority of the stakeholders we surveyed agreed that effective partnership work is taking place and that NPT Homes is striving to improve relationships for the benefit of the community.

As a result of the surveys and information collected from our stakeholders there is evidence to indicate that there is fair progress in achieving our high level outcome of having strong, open, transparent partnerships with all relevant stakeholders for the benefit of the community.

In terms of the sub outcomes we consider that we have sufficient qualitative evidence to demonstrate the majority of outcomes. We will continue to develop more quantitative outcome measures.

The areas for improvement are reflected in the action plan at the end of this section.


Details of areas for improvement which were identified during the last self-evaluation and the progress made can be found at the end of this document.


* NPT Homes works with many organisations to deliver services and bring benefits to the local community. For the purpose of this self-evaluation only the organisations listed in the Partnership Approach document have been reviewed. These include collaborators, networks and other relationships.


What difference do we want to make?

Partners have a better understanding of local community issues, needs and aspirations and can work together to find effective solutions (including the prevention and alleviation of homelessness)


Department for Work and Pensions (DWP) and LIFT - Copper Foundation direct labour market intervention programme

NPT Homes has implemented an innovative scheme called the Copper Foundation. NPT Homes has ring fenced a small proportion of its external boundary work and utilised targeted recruitment and training to directly employ local teams of residents furthest away from the employment market for a period of one year. Dependent upon opportunity, performance and aptitude the possibility exists to “move on” employees by triggering community benefit clauses with contractors.

The project has commenced with a pilot of one delivery team within the communities of Croeserw and Glyncorrwg. The team consists of 7 operatives with a manager and supervisors seconded from our existing workforce. NPT Homes has worked in partnership with the Department for Work and Pensions, LIFT and Communities for Work teams to identify individuals who require support to obtain employment within the communities of the Afan Valley.

By working in partnership we have been able to secure the opportunity for all participants (whether they are successful in securing a final position or not) to gain a Construction Skills Certification Scheme card (which allows holders to work on site) and receive the benefit of experiencing the selection and interview process as well as training, help and guidance in relation to the “softer skills” of team working, social skills and confidence building.

South Wales Police – Co-design of NPT Homes Anti-social Behaviour Policy

During 2017, a new Anti-social Behaviour (ASB) Policy was approved following a co-design review involving customers, staff and partners. The new Policy and restructure of our Housing Directorate meets the Offer Document promise of a dedicated team to effectively tackle anti-social behaviour including hate crime. As part of the review we held partnership meetings with staff, tenants and leaseholders.

Other stakeholders include the police, fire service, and victim support. We also knocked doors and completed surveys, researched how others deliver their service and identified available assets.

At the start of the review we asked customers what was good and where we could have done better. They gave 7.5 out of 10 for their experience of the anti-social behaviour process, with respect, support and honesty being among the most important things they expect from us. The 5 most important things customers want from the service have helped to shape the revised Policy. A copy of the Policy is available on request.

Fire and Rescue - Training

In 2016 we worked with the Mid and West Wales Fire and Rescue Service to provide a unique training environment at the disused Cartref residential complex.

 The complex on Burrows Road in Skewen was built in 1967 but was vacated earlier this year when it was not deemed feasible to bring it up to modern standards. With the flats due to be demolished later this year, NPT Homes have allowed the fire service to use the buildings for training purposes.

The fire fighters used synthetic smoke during training to simulate the conditions they encounter when tackling house fires, practiced evacuation of large building procedures and trained in erecting frameworks to support staircases which would collapse and prevent evacuation.


There are improved relationships and there is improved trust with partners working in communities

MAPPA (Multi Agency Public Protection Arrangements)

The Criminal Justice Act 2003 (“CJA 2003”) provides for the establishment of Multi-Agency Public Protection Arrangements (“MAPPA”) in each of the 42 criminal justice areas in England and Wales. These are designed to protect the public, including previous victims of crime, from serious harm by sexual and violent offenders. They require the local criminal justice agencies and other bodies dealing with offenders to work together in partnership in dealing with these offenders. A representative from NPT Homes attends MAPPA meetings and as an organisation we support the work of the partnership.


MARAC (Multi Agency Risk Assessment Conference)

The MARAC process is part of the Multi-Agency Public Protection Arrangements (MAPPA) that were introduced in the South Wales area for the management of violent and sex offenders arising from Sec.67 of the Criminal Justice and Court Services Act 2000. Similar to MAPPA, NPT Homes are a secondary partner with the police and domestic violence charities as primary partners.


Local Authority and Department for Work and Pensions - Universal Credit

Universal Credit (UC) was introduced to Neath Port Talbot on 13th April 2015. UC brings together six benefits, one of which is Housing Benefit, into a single monthly payment. This payment will be made directly to claimants who will be required to pay their rent and other housing costs directly to NPT Homes. Due to the roll-out of UC, NPT Homes has set up a team that has established key working partnerships with the Local Authority (Housing Benefits Section) and other support agencies.

In February 2016, the Department for Work and Pensions (DWP) selected NPT Homes as one of its Trusted Partners. This has provided NPT Homes with opportunities to meet with key UC stakeholders, help influence UC policies and assist with UC developments. This partnership has enabled us to better support our tenants and understand the processes involved with this new benefit.


We invest in enhanced community cohesion across Neath Port Talbot and we creatively use funding opportunities in conjunction with our partners to regenerate communities


Local Authority - Offer Document Promises

Following transfer in 2011, NPT Homes committed to delivering the 118 promises made to tenants in the Offer Document. The Offer Document promises were made to tenants on transfer on the Council’s behalf. Only 7 of the 118 promises remain and these are due to be completed in 2017. RNIB – Visibly Better

In partnership with the RNIB Cymru we have worked on a number of initiatives. In order to gain some insight into the partnership with RNIB, we have asked for some feedback on the relationship, further details below:

What do you see as the major benefit/achievement of our partnership in the past 12 months?

Through our partnership, NPT Homes has been able to make highly significant cost savings by utilising the skills of their own staff to develop beautiful communal areas whilst applying the ‘Visibly Better’ inclusive design principles. RNIB have trained and developed residents to become ‘Tenant Assessors’ and are confident in identifying where ‘Visibly Better’ design principles need to be applied. Tenant Assessors are able to draw upon their own daily living experiences of being residents in our Haven schemes and can competently advise through reports how NPT Homes can improve in specific areas of the built environment.


During the next 12 months what are the main goals/objectives for this partnership?

Over the next 12 months NPT Homes are seeking to achieve most, if not all, of their residential schemes to be awarded with the Visibly Better accreditation at Platinum or the very least Gold standard.


Is there anything else that you would like to add?

The Partnership success over the past 12 months has been very important for the RNIB Cymru. We have been able to directly engage with tenants with poor sight via our information sessions held at the schemes and as a charity, our members will be very pleased to hear of the help we have been able to provide to individuals trying to cope with a sight condition.

In addition, NPT Homes working in partnership with Work Choice, has taken on its first blind work placement who is working with members and staff across the organisation on the planning and delivery of this year’s AGM.


Collaboration with Contractors - Community Challenge

During 2016, our major contractors successfully completed 8 Community Challenge projects; contributing their workforces’ time to carry out repair and improvement works. The projects included the refurbishment of a community hall and its kitchen, installation of another new kitchen in a local church and the improvement of 3 school playgrounds.


NPT Homes’ staff also volunteered on a number of the projects. As a result almost £18,000 of in-kind labour and materials were donated by the organisation and its contractors.

Cyfle - Apprenticeships

Cyfle Building Skills is a Multi Award Winner Regional Shared Apprenticeship Scheme. It was launched by South West Wales Regional Shared Apprenticeship Ltd (SWWRSAL) and Construction Industry Training Board in 2013. They provide a service which supports young adults into sustainable employment within the construction industry. This helps young people further their careers and improves their chances of gaining employment. They also have an opportunity to gain an NVQ level 2 & 3.


Cyfle Building Skills Employs Shared Apprentices in the following trades:

Bricklaying, Plastering, Carpentry, Electrical, Plumbing, Painting and Decorating, Maintenance, Accounting and Business and Administration.

Within NPT Homes we have 4 placements. One apprentice, Lyndsey Davies (a plasterer), recently won apprentice of the year at the Community Housing Cymru's (CHC) Welsh Apprentice Challenge 2016. The challenge saw three teams of apprentices work together to undertake a series of tasks and presentations over the course of two days at CHC Cymru's annual conference in Cardiff.
