The Chief Executive's directorate consists of the Technology and Innovation service area.
Linda Whittaker
Linda has over 25 years’ experience in housing, starting as an accountant in the private sector with a number of small housing association clients. She then spent eight years working within a large Welsh association in senior finance positions, including two years as a treasury accountant, before moving to a smaller association as a director.
Having later gained experience of working as a consultant on stock transfers in England and Wales, Linda moved to the Welsh Assembly Government in a finance role, with responsibility for the administration budget for the organisation.
After three years, she was promoted into the senior civil service as the director of housing for Wales. As policy lead for all housing issues, she oversaw a number of stock transfers as well as having responsibility for regulation of registered social landlords in Wales.

Paul Phillips
Paul has more than 25 years’ experience of delivering a wide range of ICT solutions within local government. He began his career by implementing and managing housing applications within the local authority.
He has been instrumental in the delivery of numerous projects during his career which have had a significant impact across many of the service areas. Paul has always managed to maintain a strong relationship within the housing sector.
